State Authorization
State Authorization refers to the permission granted to Baylor by the appropriate state education agency to operate in a particular state. Baylor University is primarily authorized to operate in Texas, and has been granted authorization either by approval, exemption, or conditional exemption to operate in a few other states. Any state where Baylor has a physical presence or has students must obtain the proper authorization by the appropriate state education agency. Online programs and their students are granted authorization through participation in NC-SARA. NC-SARA
Baylor University participates in the State Authorization Reciprocity Agreements. This has been approved by the State of Texas and is done through the National Council for State Authorization Reciprocity Agreements. NC-SARA is a voluntary, regional approach to state oversight of postsecondary distance education. This agreement allows students from 49 participating states to file complaints with the State of Texas, where Baylor is based, rather than their own state of residence. The only state that does not participate in NC-SARA is California.
